When would one need a full blown LMS?

After reading the article Learn more about content management systems (CMS) vs learning management systems (LMS) I feel as though I got a better picture between LMS and CMS.
A Content Management System (CMS) is
a computer program that enables content to be accessed and managed from one
central location. Depending on the permissions granted the user, they can view,
edit, delete, add etc the content. CMS systems can be helpful when
several people have access to documents as it tracks who and when
changes are made. A CMS focuses on the management and distribution of the
content and provides a platform for teacher led courses
by delivering the content and communicating with students and parents. This is where courses are created and delivered.
A Learning Management
System (LMS) is more 'robust' in what it offers versus a CMS. A LMS is a
computer program that provides a platform to house all types of
eLearning, keeping track of 'administrivia' details like who has taken the
course, grades received in the course, etc. A LMS will
allow administrators, teachers etc to create and prepare reports, make
assignments, send notifications, and document and record all
of these actions. This program hits all aspects of learning, from
selection of courses. delivering content, tracking progress, and
collecting data.
A think full LMS is needed
when the number of students gets to be high and there needs to be
integration of the collected data back to another location such as
with GaVS and Brightspace.
